The intention of the EPBD is reduce carbon emissions by identifying opportunities to improve the energy efficiency of your air conditioning equipment. In addition to efficiency the inspection will report on any identified faults, the adequacy of maintenance and controls and the size and cooling loads of your existing equipment. It will suggests ways it may be improved which might include replacement

Air conditioning F-Gas Regulations

Air conditioning F-Gas legislation, introduced in 2006/7, seeks to reduce fluorinated greenhouse gases by placing obligations on operators of stationary air conditioning, refrigeration and heat pump equipment. The regulations cover responsible use of F-gases (such as HFC’s) including containment, inspection and testing for leakages, record keeping and use of properly certified personnel to recover gases.

Containment: where technically feasible and not disproportionately costly all measures must be used to prevent leaks. Repairs to detected leakages must be made as soon as possible.

Minimum inspection checks for leakages: 3kg charge (6kg where hermetically sealed): every 12 months; 30kg charge: every 6 months (or 12 months with automatic leak detection system); 300kg: every 3 months (requires mandatory automatic leak detection tested every 12 months)

Records: must be maintained for all equipment with a 3kg charge or greater. These include type of F gas (HFC’s) and quantity including any quantities recovered or added (eg during service, maintenance or disposal), leakage inspections, service and maintenance history and any resultant actions.

My Air conditioning system has a warranty – Why do I need a maintenance contract?

Air conditioning and building services systems require regular maintenance to ensure safety and optimum operational efficiency. Warranties are only applicable if the system or equipment is regularly maintained by an approved organisation.

To simply explain, relate this to a car which like air conditioning has many rotating and wearing parts, your warranty will not be honoured if you don’t have regular servicing (maintenance).

It’s a fact that basically coughs and sneezes spread diseases, but some people will blame anything for their ills rather than understand the facts.

It could also be that a fuse or circuit breaker has recently been replaced but the wrong replacement (smaller rating) has been fitted. R-22 Refrigerant Ban in Air Conditioning

From 1 Jan 2010 it became illegal to use virgin hydrochlorofluorocarbons (HCFCs) such as R-22 when servicing and maintaining air conditioning equipment. This is an issue for many as R-22 was the most commonly used refrigerant until about 2002. Until the 31 December 2014 temporary use of recycled/recovered R-22 is possible but availability could be limited and costs high.

From 1 January 2015 sales or use of recycled/recovered R-22 will be prohibited.

How does an Air Conditioner work?

Air conditioning systems work by moving heat from inside your premises to the outside. In a central air conditioning system air is drawn into the ductwork system through the return air system. Installed in the return air ductwork is an evaporator coil. This coil is connected to the condensor, the unit that is outside your home, by copper tubing.

The refrigerant is then pumped from the condenser to the evaporator coil. As the refrigerant passes through the inside of the evaporator coil, warm air from inside your home passes over the outside of the coil. Because the refrigerant is cooler than the warm air, the refrigerant absorbs heat from the air. The refrigerant is then sent outside to the condenser unit. When the warmed refrigerant is in the condenser unit it is compressed by the compressor; the compression of the refrigerant causes it to boil. As the refrigerant boils it gives off the heat it picked up from inside your home. The refrigerant is then passed through the coil in the condenser unit where it gets cooled again and is ready to go back inside to pick up more heat from your home.

As this whole process is going on, the temperature and relative humidity in your premises are both lowered. The relative humidity level drops because cooler air cannot hold as much moisture. As the air cools, it gives up some moisture and it gets collected in the base of the evaporator coil and is then drained away.

What is EER?

Energy efficiency ratio is used to express the relative efficiency of a heating or cooling device by dividing the heat output by the power input. The higher the ratio compared to others, the better the system is.

What is COP?

Coefficient of Performance, which is the ratio between the power input and power output. For example a modern heat pump will provide 3kw of heat for 1kw of electrical power input. Therefore the COP is expressed as 3 – 1.

What is VRV or VRF?

VRV is a system developed and designed by Daikin Industries and means “variable refrigerant volume”. Daikin protected the term VRV so other manufacturers use the term VRF “variable refrigerant flow”. In principle they both work the same and are extremely efficient, reliable, energy saving ways to heat and cool all types of buildings with minimum installation time or disruption.

The volume or flow rate of refrigerant is accurately matched to the required heating or cooling loads thereby saving energy and providing more accurate control.

In short, they are probably the best systems currently available for mid to large applications.

what is a heat pump?

A heat pump is a machine that by reversing it’s refrigeration cycle can provide heating in stead of cooling. Because a heat pump uses a refrigerant it can upgrade the heat in air at even -15ºC to a usable heat source to heat buildings. Difficult to understand perhaps but imagine a domestic fridge or freezer, reverse its cycle and that black grille on the back will be very cold whilst inside will be very hot.

Heat pumps can extract heat from air and water and are nearly always used to both heat and cool a building very efficiently and economically.

Saving Energy when using air conditioners

There are some simple things you can do to save energy when using an air conditioner:

  • Install the air conditioner (or outdoor unit of a split system) on the shady side of the building (or shade the air conditioner itself); make sure the air flow around it isn’t obstructed.
  • The temperature of a heated room in winter should be between 18-21°C while the temperature of a cooled room in summer should be about 23-26°C (remember the humidity indoors will be low, so it will feel cooler). The temperature should be checked after the air conditioner has been operating for 30 minutes.
  • When a hot day is expected, turn on the air conditioner early rather than wait till the building becomes hot (it operates more efficiently when the outside air temperature is cooler).
  • Keep windows and doors closed when using a refrigerative air conditioners (evaporative air conditioners require some air flow). Close curtains on hot summer and days and cold winter nights. Outdoor shading of windows in summer is most effective.
  • If the machine has adjustable louvres, adjust them towards the ceiling when cooling, and towards the floor when heating (as cool air falls, hot air rises).
  • Follow the manufacturer’s instructions for filter cleaning.

EPBD requirements

This is a total figure combined from all air conditioning units controlled by your business. After this an inspection is necessary every 5 years. New systems installed on or after 1 January 2008 require their first inspection within 5 years of the install date.

R-22 units Replace plant

Many R-22 units are now reasonably old and replacement through phase out is often the best way forward. The good news is that new systems using the latest inverter technologies are likely to have a significantly greater cooling capability (up to 15%) and to use far less electricity (on average approx. 50%). The payback period and the opportunity to make significant CO2 reductions can add up to a big incentive to invest (see examples above right).

R-22 Refit or retrofit plant to use alternative refrigerant

Depending on the type, age and condition of equipment in some situations ‘replacement technology’ means it is possible to adapt systems to use legally permitted HFC’s or an HFC blend (drop in replacements). System efficiency and reliability needs to be considered and only qualified engineers can undertake this work.

R-22 Refrigerant Ban in Air Conditioning

From 1 Jan 2010 it became illegal to use virgin hydrochlorofluorocarbons (HCFCs) such as R-22 when servicing and maintaining air conditioning equipment. This is an issue for many as R-22 was the most commonly used refrigerant until about 2002. Until the 31 December 2014 temporary use of recycled/recovered R-22 is possible but availability could be limited and costs high.

From 1 January 2015 sales or use of recycled/recovered R-22 will be prohibited.

Do refrigerants harm the ozone layer?

Some do and others do not, however it is a very complex issue and needs more space than we have here. In principle all refrigerants handled by competent companies and technicians will never be released to the atmosphere so will not deplete the ozone layer. Because accidents happen, alternative refrigerants are being developed all the time, but it is important to note that refrigerants are not a major problem as many other contaminates cause global warming problems. Primary problems are caused by burning fossil fuels, e.g. petrol diesel, oil etc.

Part L Building Regulations

The EPBD establishes minimum standards of energy efficiency for new cooling and heating equipment and Part L of the Building Regulations enforces many of it’s requirements. rated according to its type and it’s efficiency at full load.

EPBD requirements

The EPBD requires that all air conditioning systems with a rated output of 12kw or over are inspected by the 4 January 2011. This is a total figure combined from all air conditioning units controlled by your business. After this an inspection is necessary every 5 years. New systems installed on or after 1 January 2008 require their first inspection within 5 years of the install date.

What is Energy Labelling?

Energy labelling is a new way of allowing consumers to easily compare and rate the efficiency of air conditioners and systems, similar to that used for domestic appliances such as fridge’s and washing machines etc.
